The Brisbane Communique initiative was launched at the inaugural Asia-Pacific Education Ministers' Meeting in Brisbane, in April 2006. Ministers and senior officials from twenty-seven countries across the region issued the Brisbane Communique in which they agreed to collaborate on key goals related to the recognition and quality of education and training in the region. The Ministerial Round Table on Education and Economic Development at the 34th session of the UNESCO General Conference, 19-20 October 2007 issued this Communque. Member States call on UNESCO to strengthen multi-stakeholder co-operation in education; to initiate a reflection process on the roles of the State and other stakeholders in private sector initiatives in quality education; give particular attention to least developed countries (LCDs) and to reinforce its coordination role in the United Nations Decade of Education for Sustainable Development (DESD), in Education for All (EFA) and the United Nations Literacy Decade (UNLD).

This document, prepared by the International Association of Universities (IAU), the Association of Universities and Colleges of Canada (AUCC), the American Council on Education (ACE), Council for Higher Education Accreditation (CHEA), was circulated as a draft to higher education membership associations worldwide for comment from May to September 2004. This final version has benefited from their commentary. The document outlines principles for cross-border higher education and makes recommendations for higher education institutions and other providers and to governments. All stakeholders engaged in planning, providing, monitoring, and negotiating higher education across borders are urged to adhere to the principles articulated in this statement and to implement the action items.

This UNESCO report provides global and regional assessments on the state of teachers and education quality. By highlighting trends in teacher quantity and quality, it explores the policy implications of bridging the gap between the two, especially in developing countries. It also compares the strengths and shortcomings of recruitment and deployment policies as well as working conditions around the world. Countries across the world will need to recruit more than 18 million teachers over the next decade. In general, the countries needing the most teachers have the least qualified personnel. The report recognises that para-teachers can provide countries with the flexibility to respond to urgent needs. But it is important to provide adequate training and equitable compensation.
